Each jurisdiction has an Internet domain registrar that is responsible for defining
the rules for domain name registration. The registrar can then
designates one or more third parties to sell those domains subject to those
rules.
For example, many countries place restrictions on who (people, organizations) are eligible to
purchase domains under their respective ccTLD. These restrictions
often restrict domain ownership
to citizens or residents of that country (e.g.
Canada, European Union, United States). Some jurisdictions,
however, do not impose such restrictions.
